Definition

Family dysfunction - neglect: failure to provide adequate physical, emotional, medical or educational care - across child, elder, and dependent-adult populations
Distinguished from abuse (active harm) by being an act of omission rather than commission, though both frequently coexist

Developmental delay or behavioural problems in a child without another clear cause
Assessment of the caregiving environment and capacity (of both the dependent person and caregiver) where relevant
Distinguish neglect from poverty-driven hardship without neglectful intent - resourcing and support needs differ

Mandatory reporting obligations for suspected child neglect apply in all Australian jurisdictions
Elder/dependent adult neglect - reporting obligations vary by state; where the adult has capacity, respect autonomy while offering support services unless immediate serious risk
Multidisciplinary response - social work, child protection/aged care services, carer support and respite services
Address root causes where possible - caregiver substance use/mental health treatment, financial/housing support, home care packages
